At the mobilization meeting for policy implementation on February 11, Shandong unveiled an overall development plan, which features eight supporting strategic layouts, namely, the replacement of old growth drivers with new ones, rural revitalization, the building of a strong marine economy, the engagement in the "three tough battles", civil-military integration, the fostering of new heights in our opening-up endeavors, the coordination of development among regions and major infrastructure construction. This overall development plan is guaranteed by our all-round deepening of reform and guided by the full exercise of the Party's rigorous self-governance.

What are the specific "Eight Strategic Layouts" of Shandong Province? What has been done by Shandong in these aspects? Our correspondent from Dazhong Daily-Xinrui Dazhong will reveal the answer. 

Shandong has started the construction of China's first comprehensive pilot zone for the replacement of old growth drivers with new ones. It has kept deepening restructuring, focused on the "Top 10" advantageous modern industrial clusters, and designed and implemented the overall plan and 11 special plans, forming a development pattern that "upholds the leading roles of Jinan, Qingdao and Yantai, promotes the economic growth of other cities and enables integration and interaction". Early last year, the State Council officially approved the overall planning of the comprehensive pilot zone. On the first workday after the Spring Festival, the Shandong Provincial Party Committee and the People's Government of Shandong Province held a mobilization meeting. Over the past year, Shandong has set up a "10+4" and "6 Ones" coordinated promotion systems, and achieved full coverage of Top 10 industries in special planning, fund guarantee and think tank support.

Shandong has formulated and implemented a rural revitalization strategic plan and special work plans for revitalizing industry, talents, culture, ecology and organization to advance the rural revitalization strategy. The "1+1+5+N" policy planning system has been introduced for rural revitalization; the "10 counties, 100 townships and 1,000 villages" demonstration project has proceeded in an all-round way; the overall integration of agriculture-related provincial funds has generated remarkable results. The "integrated development of primary, secondary and tertiary industries" in agriculture continues to grow. The sectors of garden complex, leisure agriculture, rural tourism and rural e-commerce have witnessed rapid development. 

With regard to the building of a strong marine economy, Shandong adheres to the coordinated development of land and sea, formulates action plan, and carries out 10 actions. It will advance the construction of Qingdao National Pilot Laboratory of Marine Science and Technology and the Center for Marine Technology Research of the Chinese Academy of Sciences and promote the strategic transformation of Shandong from a large marine province to a strong marine province. The goal is to build a modern marine industry system that focuses on strengthening coastal, offshore and deep-sea industries, and an overall development landscape with "Qingdao taking the lead, bay area being the driver, islands collaborating, Shandong peninsula rising and global market expanding".

Shandong has introduced a plan for fighting the "Three Tough Battles", made 12 key arrangements to prevent and resolve major risks, and firmly held the bottom line of no regional or systematic risks. Also, Shandong has implemented a three-year action plan to win the tough battle against poverty, and formulated and comprehensively promoted the relocation plan for residents living in the Yellow River beach regions. It has launched a three-year action of "Four Reductions and Four Increases" in ecological conservation in an all-round way, and resolutely fought eight landmark battles. Thanks to that, its ecological environment has seen significant improvement. 

With regard to the in-deep development of civil-military integration, Shandong has drawn up a plan for building a national (Qingdao) demonstration zone of civil-military integration for innovation, and formed four special plans for civil-military integration, technological coordinated innovation, civil-military dual-use infrastructure construction, and military support socialization. Shandong has made targeted matchmaking with major national demonstration projects to implement a number of major projects so as to establish all-element, multi-field and efficient development pattern of civil-military integration.

With regard to the fostering of new heights in our opening-up endeavors, Shandong has deeply integrated itself with the advancement of the Belt and Road Initiative, proactively applied for the establishment of China (Shandong) Free Trade Zone, and fully pushed forward the construction of China-SCO Local Economic and Trade Cooperation Demonstration Zone and China-Japan-ROK Local Economic and Trade Cooperation Demonstration Zone (Free Trade Zone). It has integrated dispersed resources to form a unified "Qilu" China-Europe Railway Express. Shandong will accelerate the establishment of a permanent forum for multinational company leaders' summit and an international medical science center, implement ten actions to optimize the business environment, and promote high-quality "investment promotion and talent attraction". It has successfully held major events such as the International Summit on Innovation and Development of Young Entrepreneurs, the MFA Presenting Shandong Province, the First Conference of Great Business Partners, Nishan Forum on World Civilizations, and Hong Kong-Shandong Week to expand Shandong's external influence. 

With regard to the coordination of development among different regions, Shandong has improved the development plan of city cluster, actively promoted the adjustment of administrative divisions in Jinan and Laiwu, and made solid progress in the construction of high-level provincial capital-centered city cluster and economic circle. It has implemented the action plan of "promoting Heze's development and the western Shandong's transformation" to support Zaozhuang, Dezhou, Liaocheng and Binzhou in enhancing their comprehensive competitiveness. It will speed up the planning and construction of main functional areas, optimize the distribution of productive forces, and promote balanced and coordinated development in the eastern, central and western regions.

With regard to major infrastructure construction, Shandong has improved the medium and long-term development plan for its comprehensive transportation network and accelerated the construction of new (expanded) airports in Jinan, Qingdao, Yantai and Heze. The integrated operation of ports has made substantial progress. The modern high-speed railway network with four horizontal lines, six vertical lines and three ring lines has been built in an all-round way. Six high-speed railway lines, including Jinan-Zhengzhou and Lunan High-speed Railway, have already been started or will soon be started. The plan for highway network featuring "nine vertical roads, five horizontal roads, one ring road, seven radiate roads and multi-connections" has been implemented. And the planning and construction of 18 highways have been successfully implemented, forming an infrastructure construction framework.
