Binzhou Economic and Technological Development Zone

Located in the new urban area of Binzhou City, Binzhou Economic and Technological Development Zone was launched in 2001 and upgraded to a state-level economic and technological development zone in November 2013. With an area of 189.2 km² and a population of 200,000, it has jurisdiction over three sub-districts currently.

With three expressway exits and Binzhou Bus Terminal, the Zone is situated where the 50,000-ton Binzhou Port is within 1-hour distance, Jinan Yaoqiang International Airport 1-hour distance, Tianjin 2-hour distance, Qingdao Port 3-hour distance and Beijing 3.5-hour distance. Binzhou–Zibo Expressway, Binzhou–Dagao Expressway, Rongcheng–Wuhai Expressway, Huangye–Dajiawa Railway, Binggang Railway (Xiaoying–Binzhou Port), Dezhou–Dajiawa Railway, Dajiawa–Laizhou–Longkou Railway, Longkou–Yantai Railway, National Highway 220 and Binzhou Dagao Air City have formed a ramified and accessible land and marine transportation network. Meanwhile, the construction of Bohai Rim High-speed Railway (an inter-city high-speed railway) and the second line of Beijing-Shanghai High-speed Railway (a key construction project of the “13th Five-Year Plan”) are picking up pace. Upon completion, the journey time from Binzhou to Beijing can be reduced to about one hour, making Binzhou an important channel node linking northeast China and east China as well as the Beijing-Tianjin-Hebei region and the Yangtze River Delta Economic Zone.

Since establishment, the Zone has completed a cumulative total of fixed asset investment of RMB 10 billion and developed a network covering ten vertical and twelve horizontal arterial roads. Infrastructure has been well developed including Huanghe Mingzhu Square, Mingzhu Theater, Binzhou Experimental Middle School, Bus Terminal, Urban Public Heat Supply Center and the Second Sewage Treatment Plant. The 15-km Qinhuanghe Park has been constructed up to high standards and is rated as a state-level water conservancy scenic area, state-level wetland park and state-level 4A tourist attraction. To make great headway in all-for-one tourism, the Zone has built tulip, rapeseed, rose and begonia flower bases with an area of 10,000 mu (1 mu = 667 m2) and accelerated the construction of the 10,000-mu Xihai Forest Botanic Park; Yellow River Ancient Town Scenic Belt represented by Shiziliu Village, the “Most Beautiful Village of China”, and Xizhifang Village, China’s Double Excellent Ancient Village, receives 50,000 tourists daily. These efforts will set the Zone on track towards an ecological, charming and smart zone that is livable, pro-business and full of tourist attractions.

As a host of enterprises among Global Fortune 500 such as BAIC Group, Jingdong, China CITIC Bank, Weiqiao Pioneering, China State Construction Engineering Corporation and Aviation Industry Corporation of China Ltd. has located a branch here, six leading industries including automobile components and parts, new material and modern service have been developed. With BAIC project as the locomotive, the Zone has pooled enterprise resources including Bohai Piston, Binzhou Mengwei Daika Hub Co., Ltd., Binzhou Dyson Wheel Technology Co., Ltd., Finland’s Ahlstrom and Hongri Electric Vehicle to build an automobile lightweight production base. Weiqiao Pioneering has made positive efforts to advance the expansion and extension of upstream and downstream enterprises including Hangqiao New Material (Binzhou) Science &Technology Co., Ltd., Taiyi Metal Product Company and Qingdao Chuangfeng Science and Technology Co., Ltd., in a bid to form a high-end aluminum industrial cluster. Jingdong Group Big Data Center in Yellow River Delta has concentrated efforts on establishing “one base and four centers” including a cloud computing big data industrial base in Yellow River Delta, a provincial Internet+ application demonstration center, a provincial modern service support center, a provincial public trading center for products with geographical indications and a provincial winter jujube price index release center; it has built a Jingdong sorting center, redoubled efforts to facilitate the settlement of cloud backup for disaster recovery center for government administration, advanced the  Phase I construction of Jingdong 30,000-m² global e-commerce city, expedited the construction of big data smart industrial park, e-commerce industry, innovation and entrepreneurship base and others and given shape to a new ecosystem for big data industry featuring data aggregation, leading application, business integration, mass entrepreneurship and sharing.

Meanwhile, an international talents community along Qinhuang River has been constructed to build a talent apartment and attract top-notch talents and teams from home and abroad; an education project for talent retention has been implemented to offer “one-stop” whole-education-phase quality education to ensure the recruitment, retention and performance of diverse talents and form a high-end talent cluster with sufficient high-end professionals, abundant innovation elements and a pro-entrepreneurship environment.
