MOFCOM Announcement No.10 of 2019 on the Ruling of the Expiry Review of the Anti-dumping Measures Against Imports of Resorcinol Originating in Japan and the United States

On March 22, 2013, the Ministry of Commerce of the People's Republic of China (hereinafter referred to as the Investigation Authority or MOFCOM) issued Announcement No.13 of 2013, deciding to levy anti-dumping duties on imports of resorcinol originating in Japan and the United States for five years from March 23, 2013. 

On March 22, 2018, the Investigation Authority issued Announcement No.20 of 2018 in response to the domestic resorcinol industry, deciding to start to conduct expiry review investigation into the anti-dumping measures applicable to imports of resorcinol originating in Japan and the United States from March 23, 2018. 

The Investigation Authority investigated the possibility of continuation or reoccurrence of dumping of the imports of resorcinol originating in Japan and the United States and damages to the resorcinol industry in China if the anti-dumping measures are terminated. The investigation authority ruled upon the review (See the Annex) in accordance with Article 48 of the Anti-dumping Regulations of the People's Republic of China (hereinafter referred to as the Anti-dumping Regulations). The relevant matters are hereby announced as follows: 

I. Ruling 

The Investigation Authority ruled that dumping of imports of resorcinol originating in Japan and the United States to China and damages to the industry in China might continue or reoccur if the anti-dumping measures were terminated. 

II. Anti-dumping Measures 

Pursuant to Article 50 of the Anti-dumping Regulations, the Investigation Authority proposed to continue the anti-dumping measures to the Customs Tariff Commission of the State Council (hereinafter referred to as the Commission) according to the investigation findings. The Commission decided according to the suggestions of the Investigation Authority to levy anti-dumping duties on imports of resorcinol originating in Japan and the United States for five years starting from March 23, 2019. 

Products subject to anti-dumping duties are those to which the original anti-dumping measures apply and the same as those released in MOFCOM Announcement No.13 of 2013. 

Scope of investigation: imports of resorcinol originating in Japan and the United States. 

Chinese names of the product under investigation: 间苯二酚, 1, 3-苯二酚 or 雷琐辛. 

English names of the product under investigation: M-dihydroxybenzene or resorcinol.

Molecular formula: C6H6O2

Chemical structural formula:

Physical and chemical characteristics: Resorcinol is usually a white acicular crystal. It gradually turns red when exposed to air. It is soluble in water, ethanol and ether. It dissolves in chloroform and carbon tetrachloride. However, it is insoluble in benzene.
