Notice on Implementing "Recruitment Program for Excellent Young Talents" by Provincial Public Institutions in 2018

To each provincial department (institution) and each provincial institutions of higher education: 

To fully exert the important role of young talents in promoting the strategy of strengthening Shandong with talents and in promoting high-quality development in Shandong, it is determined to implement the "Recruitment Program for Excellent Young Talents" (hereinafter referred to as " Excellent Young Talent Program" or the "Program") in provincial colleges and universities, scientific research institutions, and other provincial public institutions in 2018, based on research, to recruit excellent young talents graduated from famous colleges and universities at home and abroad. Relevant issues are hereby notified as follows: 

I. Scope and Quantity of Recruitment 

(I) Recruitment scope. Centering on major projects of transition from old to new growth drivers, the " Excellent Young Talent Program" focuses on the talent demands in the top ten industries of Shandong Province, namely, new generation information technology, high-end equipment, new energy and new materials, modern ocean, healthcare, high-end chemicals, modern high-efficiency agriculture, cultural creativity, quality tourism, modern financing service industries. Its purpose is to recruit the doctoral candidates from global Top 200 colleges and universities (refer to the internationally-recognized ranking system of three world universities), global Top 100 colleges and universities and scientific research institutions by Nature Index, and domestic first-class universities (first-class discipline). The terms on education background for urgently-needed professionals can be modified upon deliberation and approval by the Personnel Administration Departments of provincial public institutions as appropriate. 

(II) Recruitment quantity. The provincial public institutions shall research and determine the specific recruitment quantity under the "Excellent Young Talent Program" based on the post vacancy conditions and the comprehensive analysis of their talent team composition. Such quantity shall be controlled within the staffing or total employee number and within the recruitment plans distributed to the institutions by superior authorities as appropriate.

II. Candidate Conditions 

(I) Candidates shall have the nationality of the People's Republic of China. 

(II) They shall abide by the constitution and laws of China, have good behavior and professional ethics, and be committed to public service such as scientific research, and education. 

(III) They shall have rich theoretical knowledge and strong practice ability, and be competent for the posts under discussion, with the comprehensive quality, discipline or skill condition needed by the posts. 

(IV) They shall have the physical conditions suitable for performing their duties and responsibilities. 

(V) The full-time doctoral candidates from regular colleges and universities shall not be older than 35 years old in general. However, for personnel in urgently-needed major or with particularly excellent performance, the age term could be modified as appropriate. 

This year's graduates shall obtain the corresponding diplomas and degree certificates before December 31, 2018. Personnel obtaining the academic degree and diplomas overseas shall provide the overseas education background and degree certification letter issued by the Chinese Service Center for Scholarly Exchange, Ministry of Education, or the relevant evidentiary materials of China's overseas offices upon registration. 

(VI) They shall have other qualifications required by the posts. 

(VII) Personnel with records on criminal punishment or dismissal from public offices, non-fresh graduates in full-time regular colleges and universities, soldiers on service, and other personnel subject to employment restrictions under the laws and regulations shall not be employed, and the non-fresh graduates in full-time regular colleges and universities cannot apply with the obtained academic degree and diplomas as an employment qualification. 

(VIII) The master degree candidates shall not be older than 30 years old and the undergraduates shall not be older than 25 years old, though the education background could be broadened as appropriate upon deliberation and approval. 

III. Recruitment Procedure 

(I) Recruitment method 

The "Excellent Young Talent Program" presents no uniform requirement on the time, site, or other aspects of the recruitment, and is to be implemented in a flexible manner, such as campus recruitment, network recruitment, and overseas recruitment. It can utilize channels including Shandong overseas talent recruitment workstation, alumni associations, and overseas offices of the provincial government and the relevant departments (institutions), and rely on the "Appointment in Shandong" series talent recruitment activities, "Through Train for Talents in Shandong-elite Universities" activity, Shandong Domestic and Overseas High-end Talents Exchange Fair and other talents exchange fairs. Emphasis shall be laid on implementing targeted and effective recruitment. 

Provincial public institutions can collectively publish open posts and organize recruitment as needed, or organize the recruitment in batches. 

(II) Recruitment procedures 

1. Determining the annual recruitment plan. Provincial public institutions should determine and formulate the recruitment plans of this year under the "Excellent Young Talent Program" in light of the requirements of career development and the talent team construction. The recruitment plans should include the post conditions, number of recruitment, recruitment method, examination and survey method, organizational leadership, discipline supervision, and other content, and shall be summited to the Personnel Administration Departments of provincial public institutions upon the deliberation and approval of superior authorities (sponsor) before its organization and implementation. 

2. Release of recruitment information. Provincial public institutions should publish the specific recruitment information on the official websites of the public institutions, their superior authorities (sponsor), key colleges and universities and of scientific research institutions, as well as network media, according to the filed recruitment scheme. The posts for overseas students could be published at www.sd-italent.cn, on the websites of the relevant talent recruitment institutions or platforms, and on network media at the same time. 

3. Registration and qualification. On-site registration, online registration, or the combination of the two can be applied. The online registration shall remain valid for at least 7 working days in general. The public institutions or their superior authorities (sponsor) should review the qualifications of the applicants throughout the entire recruitment process. 

4. Examination and survey. It is focused on evaluating the professional quality and career development potential of the applicants and can be conducted by reply, trial lecture, targeted test, interview, and expert evaluation, as well as by direct survey. If necessary, after deliberation and approval, the Master Degree and undergraduate candidates shall be recruited in the combination method of written examination and interview. 

5. Organization of physical examination. The public institutions or their superior authorities (sponsor) should organize physical examinations for the staff to be employed according to the regulations. Such physical examination shall be subject to the employment standard of civil servants, or the regulations otherwise prescribed by the government. 

6. Publication and employment. The Personnel Administration Departments of provincial public institutions should uniformly announce the staff to be employed who have passed survey and physical examination and keep the announcement available for objections for 7 working days. The employment formality should be transacted provided no objection is raised upon the expiration of publicity period. The employed personnel will be given a probation period, which is generally not longer than 6 months, according to the regulations. In the case of initial employment, the probation period is 12 months. Qualified personnel are officially employed upon the expiration of the probation period; otherwise, the employment contract is cancelled. 

IV. Cultivation and Use 

Public Institutions shall focus on cultivating and using the talents under the "Excellent Young Talent Program". 

(I) Such talents should have the priority in participating in directional commissioned training, further study, learning in a regular class, continuous education, practice investigation, and other forms of learning and training. 

(II) They should have the priority in participating in foreign (overseas) study visits, further study abroad, academic exchange, and further study. Talents in the "Excellent Young Talent Program" shall have the priority to study abroad as dispatched by provincial government, receive the training and further education in foreign (overseas) famous colleges and universities, scientific research institutions, medical institutions, enterprises, and others, and receive certain subsidies offered by the provincial finance department based on different categories. 

(III) High-caliber talents should have the priority to be selected as tutors to help, cultivate and guide the cultivation objects, to carry out scientific research, technological breakthrough, development of new products, promotion of new technology and new process, and the like, and to include the training objects to the tutors' scientific research projects. 

(IV) They should have the priority to undertake key tasks including major subjects, innovation projects, and scientific problem tackling. The Provincial Natural Science Foundation will gradually increase the support proportion for talents younger than 40 years old to 60%, improve the funding proportion for talents younger than 40 years in Provincial Social Sciences Planning Projects, support the talents in "Excellent Young Talent Program" in proactively applying for projects, and gradually improve the science and technology talent cultivation system, in which the growth of the young talents is driven by fundamental research. 

(V) The institutions' responsible comrades or business leaders should conduct  "one-to-one" mentoring, with the talents assigned to important posts such as expert assistants for training and cultivation. The talents shall be assigned to local communities to gain experience on secondment as needed, and be trained in multiple posts in a targeted manner for the purpose of cultivating compound talents who specialize in one aspect and are competent for many. The talents in the "Excellent Young Talent Program" are encouraged and supported to participate in serving local communities, and excellent young talents in the education, science and technology, culture, sanitation and other fields are encouraged to accumulate experience through work on secondment or part-time service in local communities, or part-time work in new-type research and development institutions. Both parties are supported to jointly apply for provincial science and technology projects and jointly transform the research achievements for practical application. The application of invention patents during secondment and part-time period, the economic and social benefits obtained by technology transfer and the horizontal topics could be taken as an important indicator for the title appraisal. The colleges and universities and scientific research institutions are encouraged to increase the support strength and accelerate the concentration of high-caliber young talents by depending on provincial talent projects. We should improve the practice mechanism, and recommend the young philosophy and social science talents in institutes of higher education and scientific research institutions by stages and batches on secondment in Party and government bodies and local communities. 

(VI) The public institutions could directly employ the talents to the corresponding professional technical posts according to their performances, abilities and levels upon the deliberation of expert committee and the qualified approval upon the expiration of the probation period. If the public institutions do not have the corresponding open posts, they could employ talents by setting up special posts. 

(VII) The overseas talents in the "Excellent Young Talent Program" are not restricted by limits on domestic service and age, and could directly declare the corresponding professional technical post qualification in light of their performances, abilities and levels, and their overseas working experience, as well as academic and professional technical contributions could be taken as the appraisal basis. The talents in the "Excellent Young Talent Program" who are selected in key talent projects at the provincial level or above could directly declare the senior professional technical post qualification. 

(VIII) We should vigorously recommend the excellent young talents with good political quality, strong negotiation ability and outstanding work performance as the candidates of representatives of Congress of Party Representatives at all levels, representative of National People's Congress and CPPCC members, as well as the candidates of the outstanding members of Communist Party at all levels, and working models. 

V. Service and Treatment 

(I) The Personnel Administration Departments of the provincial public institutions should jointly establish a growth contact service mechanism under the " Excellent Young Talent Program" with the relevant government departments, and establish close connection with the talents in the Program by holding forums, interviews, condolence, and the like to learn their work and life conditions and help to solve actual difficulties. 

(II) We should include the talents in the "Excellent Young Talent Program" into the talent team construction planning, make overall plans, coordinate the promotion, and strengthen the support. The eligible doctoral candidates could apply for "Taishan" and "Shandong" series talent projects, Provincial Young and Middle-aged Experts and Provincial Young Technology Award in priority. The personnel who have the foreign (overseas) study experience and have made outstanding contributions to the economic and social development in Shandong could participate in the appraisal and selection of "Startup Award for Students Studying Abroad to Go Home" as recommended. 

(III) The public institutions could subsidize the PhD talents in the "Excellent Young Talent Program" with 50,000 yuan for those who have worked in the public institutions for a year, or up to 150,000 yuan for those who have worked for three years, in combination with the comprehensive financial subsidies. Public institutions including colleges and universities, scientific research institutions, and public hospitals in better financial position could adjust the above subsidy standards in combination with the specific performance of the talents. The specific standards are to be confirmed by the institutions according to the specific conditions of candidates. 

(IV) The "Excellent Young Talent Program" and "Agglomeration Plan of Enterprise PhD (Postdoctoral)" should be closely connected in order to facilitate the close cooperation between industry, universities and research institutions, and to accelerate the transformation of scientific and technological achievements. The PhD talents in the "Excellent Young Talent Program" could be engaged in research work in enterprise postdoctoral scientific research workstations in Shandong at least 2 years in priority upon the approval of the institutions, and could apply for a subsidy for each year worked at the workstations to the provincial finance department according to the "Agglomeration Plan of Enterprise PhD (Postdoctoral)", based on the standard of 50,000 yuan/year and 150,000 yuan/three years at most (the above relevant subsidies in (III) cannot be applied to avoid repetition). 

(V) After deducting the direct expenses in the disposal process, over 70% of net income for talent's science and technology achievement transformation in "Excellent Young Talent Program" of colleges and universities and scientific research institutions could be used to award individuals and teams. If the income is distributed according to the regulations or agreements in advance, the regulations or agreements shall prevail. The expenditure part in the transformation and conversion income of science and technology achievements used for personnel reward is not included in the total performance salary. The performance expenditure part of scientific research personnel in the finance research projects undertaken and the personnel performance expenditure part of transverse funds obtained in the market entrustment method are included in the total performance salary, instead of being taken as the regulation comparison base of performance salary. The subsidy expenditure needed in the recruitment of high-caliber talents and teams in the "Excellent Young Talent Program" is not included in the performance salary. 

(VI) For the talents in the "Excellent Young Talent Program", the individual income tax is temporarily exempted in accordance with the regulations in Notice of State Administration of Taxation about the Relevant Individual Income Tax Problem of Promoting Science and Technology Achievement Transformation (GSF [1999] No. 125) when they are granted with the share and contribution proportion in cases where the transformed scientific and technological achievements of the talents during working in colleges, universities and scientific research institutions are used to award them in shares, contribution proportion and other equity forms. The equity incentive, investment with technological achievements, and the like obtained by the talents in the Program enjoy the preferential tax policy in accordance with the regulations in Notice about the Relevant Income Tax Policy of Improving the Equity Incentive and Technical Investment in Capital (CS [2016] No. 101). 

(VII) Public institutions could explore implementing flexible and multiple distribution methods such as agreement salary system, annual salary system, and project salary system, to determine the compensation level of talents in the "Excellent Young Talent Program". The institutions which centralize high-caliber talents and undertake major work tasks with intensive knowledge technology and national key support for strategic development shall be favored and allowed to exceed the performance salary regulation level of general public institutions with higher gross performance salary. If the talents in the Program are recognized as high-caliber talents by the provincial talent department, their agreed wages, annual salaries and the expenditures needed in project salary are separately verified in the gross performance salary. Public institutions are encouraged to transact supplementary commercial endowment and medical insurance for the talents in the Program. 

(VIII) In case of the PhD talents in the "Excellent Young Talent Program" working in Shandong during the job selection period (within 3 years after graduation) who purchase their first house in Shandong, the Housing Provident Fund Management Institutions could provide moderately favorable policies in the loan limit. They could apply to purchase or lease the talent apartment according to the local policy in case of failing to purchase a house in Shandong. 

(IX) It is allowed that the spouses of PhD talents in the "Excellent Young Talent Program" and their underage children living with them move with them and settle down in a sequence of legal stable residences such as private equity housing, and use right housing, institutions' collective household, and talent service center's collective household. The children moving along with the PhD talents in the Program enjoy the same treatment as that of children of the local registered population when admitted to kindergarten and primary and middle schools. The municipal, county-level (municipal and district-level) education departments in the actual residence or of the local public institutions should arrange their admission. PhD's spouses could be employed by public recruitment, special recruitment, or other means, if they are willing to work in Shandong and conform to the relevant conditions. 

(X) The eligible talents in the "Excellent Young Talent Program" are supported by policies including the granting of conversion income of science and technology achievements at all levels, and green channel of high-caliber talent service. 

VI. Miscellaneous 

(I) Public institutions and their superior authorities (sponsor) shall adhere to the standard conditions, standardize the operation procedure, and strictly implement the policy regulations of China and Shandong on open recruitment of public institutions and the rule of avoidance. The responsible personnel of the public institutions and the relevant employees shall not participate in the recruitment under the "Excellent Young Talent Program" in any case involving the spousal relationship, direct lineal relationship, collateral relation blood relation within three generations, close marriage relationship or other conditions that may influence the impartiality of the results. The Personnel Administration Departments of provincial public institutions, and the superior authorities (Sponsor) of the public institutions should guide and supervise the implementation of the "Excellent Young Talent Program". The institutions and individuals violating the open recruitment regulations of the public institutions shall be dealt with severely according to the relevant regulations. 

(II) The relevant application registration, qualification confirmation, score inquiry, result publicity, and other aspects of the recruitment can be viewed at the mobile client of the "Excellent Young Talent Program" app. 

(III) For the talents recruited under the "Excellent Young Talent Program", the public institutions can agree on a service life of five years at least in the employment contract as appropriate and define the default responsibilities and relevant requirements. 

(IV) The Personnel Administration Departments of the provincial public institutions shall maintain the right to explain the matters not included in the notice. 

(V) The eligible talents recruited from the Shandong branches of central colleges and universities, scientific research institutions and other public institutions can enjoy the relevant policy supports specified in the "Cultivation and Use" and "Service and Treatment" of this notice as proposed by the employers.
