At present, it is the most critical time for Shandong to replace old growth drivers with new ones. Although the pattern of “four new” economies (i.e., new technology, new industry, new business model and new type of operation)) leading the future has already emerged, it will take time for new drivers to lead the development. Shandong now is facing growing pains of economic transformation and increasing investment pressure. To crack this dilemma, it needs to be more courageous and bold.
Those who walk on the footsteps of others will never leave their own footprints, and even less likely to “walk in the forefront”. Shandong Provincial Party Committee repeatedly stressed to encourage reform and develop under the principle of “one accord, three favorables and one premise”. Leaders should be open-minded and allow “trial-and-errors” in reform, and should not easily show the “yellow card” to grassroots initiatives and new things, while giving new things opportunities for self-growth. What really should be prevented are unnecessary moves, and rules and regulations that are self-contained and out of place.
Li Yong, Deputy Director of the Standing Committee of Shandong Provincial Party Committee, said: “There is no way out without reform and it will be a dead end without bold actions. We must dare to break through, to act, to try, and to change. We have to take steps and carve out a way to deepen reforms, carry reform through to the end and set off for another economic takeoff, and strive to open up new prospects for building Shandong a strong modern province in the new era.”
Since November last year, Shandong has carried out on-site observation for its 16 cities’ replacement of old growth drivers with new ones in three cohorts. From the observation, it is found that Shandong lacks enough large-scale projects, promising projects, strategic investors, “unicorns” and “gazelle” enterprises, foreign-funded projects, leading talents and innovation teams. In order to solve this predicament, Shandong must not rest on its laurels and has to set up an ambition to pursue excellence, to surpass and to be the first. Recently, Shandong Provincial Commission for Discipline Inspection and other departments issued opinions on regulating government-business contacts, listed 9 positive lists and 9 negative lists, and delineated the red line and the safety zone. This move promotes a cordial and clean relationship between government and enterprises, exhilarating enterprises while reducing their concerns and avoiding transgress.
Zhang Chengjie, Deputy Director of the Office of the Comprehensively Deepening Reforms Commission of Shandong Provincial Party Committee, said “If we want to make up for the development gap with advanced provinces, we must first close the gap in thinking. We need to further emancipate our minds, break away from rigid thinking pattern and the past path dependence, and explore new ways to overcome development difficulties. Only when we take the lead in freeing our minds can we keep at the forefront in reform and development. ”
